KITT did not go off to the emissions test after all. I found out that Arizona MVD does not require emissions testing at all if the vehicle is insured as a collectible. I've gotten the car insured with Hagerty and am waiting to renew the tags without an emissions test. Once the tags are renewed, it's off for paint/body. Hopefully there won't be any more hurdles ahead.
